In the United States, the Department of Housing and Urban Development defines affordable housing (http://portal.hud.gov/hudportal/HUD?src=/program_offices/comm_planning/affordable housing/) as that for which the occupant or occupants pays or pay no more than 30% of their income for gross housing costs, including utilities.
